Higgins partners with the Victorian Government on the design and construction of four new early learning hubs.
Sod turned on four new early learning centres for growing metro Melbourne communities.
As part of the Victorian Government's $14B commitment to expanding kindergarten programs and giving children the Best Start to Life, they're building 50 new early learning and childcare centres in communities of need. Operated by Early Learning Victoria, the centres will provide long day care along with integrated Three and Four-Year-Old Kindergarten program.
Continuing our strong partnership with the Victorian School Building Authority (VSBA), we're excited to be delivering four centres as part of the Metro Bundle 3 contract. Designed for efficient construction, the four separate building programs will run concurrently - managed by a single, experienced delivery team to ensure consistency and maximise outcomes across all sites.
Over the last few weeks, we've celebrated the progress at each site with distinguished guests from Early Learning Victoria, the VSBA, local council members and the school communities.

Early Learning Victoria Noble Park (interim name)
Located at Harrisfield Primary School, this new early learning centre is set to provide long day care and Three-and Four-Year Old Kindergarten programs for up to 57 children from the local community each day. With thoughtfully designed spaces that support play-based learning and development, this centre will create a nurturing environment for every child.
The sod-turning event was a special occasion, attended by Minister for Children, Lizzie Blandthorn MP; State Member for Mulgrave, Eden Foster MP; Harrisfield Primary School Principal, Trish Harry, alongside our project partners from the VSBA, Early Learning Victoria, and Turner & Townsend.
Early Learning Victoria Kings Park (interim name)
Located at Kings Park Primary School, this centre will deliver long day care, and Three-and Four-Year-Old Kindergarten programs for up to 130 local children each day. Designed to foster curiosity, creativity, and growth, the centre will feature modern indoor learning environments and dynamic outdoor play areas.
We celebrated the sod turn with State Member for Kororoit, Luba Grigorovitch MP, Kings Park Primary School Principle Jodi Park, alongside our project partners from the VSBA, Early Learning Victoria and Turner & Townsend.
Early Learning Victoria Werribee (interim name)
Located at Wyndham Park Primary School, this new centre will provide long day care as well as Three-and Four-Year-Old Kindergarten programs, supporting up to 102 local children each day. Featuring flexible learning areas and engaging outdoor play spaces, the centre is designed to offer a welcoming and enriching environment where children can learn, play and grow.
We marked the official sod-turning ceremony with State Member for Werribee, John Lister MP; Wyndham Park Primary School Principal, John Eskander; alongside our project partners from the VSBA, Early Learning Victoria, and Turner & Townsend.
Early Learning Victoria Frankston (interim name)
Located at McClelland Secondary College, this centre will deliver long day care, and Three-and Four-Year-Old Kindergarten programs for up to 102 local children each day.
We celebrated the sod turn with State Member for Frankston, Paul Edbrooke MP, McClelland College Principal, Laura Spence, alongside our project partners from the VSBA, Early Learning Victoria and Turner & Townsend.
