Overview
Fostering stronger starts for families on the Mornington Peninsula.
Higgins proudly partnered with the Victorian Health Building Authority (VHBA) to deliver the Baabak Hastings Early Parenting Centre, a purpose-built facility designed to provide specialist support for families with children aged 0-4 years. Located alongside Peninsula Community Health, the centre expands access to essential early parenting services across the Mornington Peninsula and forms part of the Victorian Government’s statewide Early Parenting Centre expansion program.
Operated by the Queen Elizabeth Centre (QEC), the new facility offers structured residential, day-stay and outreach programs that help parents and caregivers navigate challenges including sleep, feeding, child behaviour and family wellbeing. The welcoming, home-like environment has been carefully designed to strengthen parent-child relationships while creating a safe, calming and restorative space for families.
The centre comprises two single-storey buildings connected by an open steel-framed walkway and includes:
- 10 residential units
- Four day-stay places
- Communal kitchen and dining facilities
- Playrooms and flexible multi-purpose spaces
- Outdoor play areas and landscaped gardens
- Breakout spaces designed to encourage relaxation, connection and wellbeing.
Rather than adopting a traditional clinical healthcare model, Baabak Hastings EPC was design to feel like a home away from home. Warm interior, thoughtful landscaping and family-focused spaces create an environment where parents and children can learn, recover and grow together.
Delivering certainty through collaboration
Constructed under a fast-tracked delivery program, Higgins worked collaboratively with the VHBA, Brand Architects, RP Infrastructure and the wider consultant team to deliver a high-quality healthcare facility that responds to the growing demand for specialist parenting support services across regional Victoria. The project involved coordinating multiple specialist building services, rooftop plant platforms, integrated mechanical infrastructure and carefully considered landscaping while maintaining program certainty throughout construction.
Despite latent ground conditions and design changes associated with updated BAL requirements, our team successfully managed the evolving scope while delivering the project ahead of the revised completion date. Additional road rectification works were incorporated late in the project as a separable portion, demonstrating Higgins' ability to adapt to changing project requirements while maintaining quality and client confidence.
