Overview
Expanding access to quality early learning across regional Victoria, building brighter futures for children and communities.
Higgins proudly partnered with the Victorian School Building Authority (VSBA) to deliver three new Early Learning Victoria (ELV) centres across Wedderburn, Numurkah and Shepparton.
Delivered under a fast-tracked Design & Construct contract, the project forms part of the Victorian Government's investment in expanding access to quality kindergarten and long day care services throughout regional communities.
Constructed within live school environments, each purpose-built centre has been designed to provide modern, inclusive learning environments that support children, families and educators while integrating seamlessly with the surrounding school campuses.
Together, the three facilities will provide early learning opportunities for more than 320 children every day, helping meet growing demand across regional Victoria.
The project included:
- Three purpose-built Early Learning Victoria centres
- Three outdoor play spaces with additional upgrades to Wedderburn & Numurkah existing sites
- Two external hardcourts
- Extensive landscaping and outdoor learning environments
- Three staff car parks
- Major school infrastructure upgrades
- Community room at Shepparton for meetings and playgroups

Early Learning Victoria Dupitjin (Wedderburn)
Creating a welcoming place where up to 90 children each day can learn, play and thrive within a modern, purpose-built early learning environment.
Located at Wedderburn College, the Early Learning Victoria centre provides a modern facility supporting up to 90 children each day through long day care and kindergarten programs.
Delivered within a live school environment, the new centre features contemporary indoor learning spaces, outdoor play environments and landscaped areas that create a welcoming setting for children, educators and families.
Despite a delayed project commencement, Higgins successfully accelerated construction through strategic resequencing, additional resources and extended working hours to maintain programme certainty and deliver the facility in line with the client's requirements.
Early Learning Victoria Numurkah (Numurkah)
Delivering quality early learning opportunities for 102 local children each day through contemporary spaces designed to inspire curiosity, confidence and growth.
Delivered at Numurkah Primary School, this purpose-built Early Learning Victoria centre provides long day care and kindergarten programs for 102 local children each day. Designed to integrate seamlessly with the existing school campus, the facility includes modern learning environments, outdoor play spaces and extensive landscaping that support early childhood development through play-based learning.
Higgins carefully coordinated construction within the live education environment while managing the logistical challenges of regional delivery, ensuring a quality outcome for the growing Numurkah community.
Early Learning Victoria Shepparton (Shepparton)
Supporting children, families and the wider community with flexible learning spaces and a dedicated community hub designed to encourage connection from the earliest years.
Located at Wilmot Road Primary School, the Shepparton Early Learning Victoria centre provides long day care and kindergarten programs for 130 children each day, alongside a dedicated community room designed to support meetings and local
playgroups.
Following demolition works, Higgins successfully managed a significant redesign of the building foundations, working closely with consultants to rapidly amend the structural design and approvals while maintaining programme certainty.
The completed facility delivers flexible learning spaces, engaging outdoor play areas and modern community facilities that will benefit children and families across the Greater Shepparton region for years to come.
